Test drive unlimited for xbox 360 will not allow me to sell or buy cars online?

Test drive unlimited for the xbox 360 will not allow me to buy or sell cars while i am online in the market (buy cars from players, sell cars to other players) its the last achievement that i need but i keep getting a error message "technical problem-try again later" i am not sure why this is happening, everything else works online except the trade on test drive. can anyone help?
